## Step 1
The Three-Fifths Compromise was a pivotal agreement reached drafting of the United States Constitution in 1787. This agreement was a response to the conflicts that arose over the issue of slavery and representation in the new nation.

## Step 2
The Southern states wanted to count enslaved people in their population totals to increase their representation in the House of Representatives. However, the Northern states opposed this as it would give the Southern states more power.

## Step 3
The Three-Fifths Compromise was a solution to this conflict. It determined that three out of every five enslaved people would be counted for the purposes of both taxation and representation.
